The Health Access Manager for Morocco & Tunisia is a customer facing role with an extension of market access, engaging with payers, institutions, HCPs and other key stakeholders to deliver value-based message (in accordance with the regulatory framework applicable in Morocco and Tunisia) and enhance access of Pfizer medicines.
The HAS acts as a Health Economic Outcomes Researches / Health Technology Assessment (HEOR / HTA) specialists and creates and delivers country HEOR / HTA strategy and dossier aligned with Pfizer global and local H&V and commercial strategy.
The purpose of the role is to obtain real time reimbursement status, support the formulary enlisting and Access Contracting for Pfizer products through :
the development and leveraging of clinical, economic and humanistic evidence that demonstrates the value of Pfizer’s products
the implementation of pricing and negotiation strategies, including value-based pricing, where possible.
ROLE RESPONSIBILITIES :
Establishes relationships with key stakeholders and decision makers to understand payers’ unmet needs, provide payer insights into Pfizer access, medical and commercial planning.
Understands HTA, public and private payer processes and value drivers
Identifies specific evidence needs for outcomes / pharmaco-economic data and creates research / study projects based on these needs
Anticipates customer evidence needs for product / indication reimbursement / enlisting across the product life cycle. while creating and evolving value propositions as needed and enabling data availability to support the messages.
Creates and delivers customized value proposition to support product formulary listings and reimbursement objectives to external stakeholders (e.
g., Experts, Academia, Clinicians, Researchers, HTA / Reimbursement bodies, local ISPOR, and other payers) via different channels virtual and in person.
Develop and operationalize the approved market access plans or healthcare initiatives in favor of better access for the assigned disease area in both government and private sectors.
Plans and executes all aspects of HTA dossiers for reimbursement submissions
Adapts, customize Global HEOR materials / models / data (e.g., value dossiers and propositions, cost effectiveness models, budget impact models ) for local use leveraging available research (clinical studies, observational studies, literature, etc.
or locally developed data, where needed; in collaboration with Medical and supported by global HTA / HEOR materials and teams.
Collaborate with the medical affairs team in setting up research / study projects, designing proposals, identifying suitable sites and providing regular updates on ongoing research projects to the team.
BASIC QUALIFICATIONS
Bachelor’s degree Pharm, Health Economics or Public Health.
Minimum of 5 years post qualification experience with at least 3 years in a similar role, or specialized Market Access role or at a healthcare payer or consultancy in the areas of HEOR and market access or in sales / brand management in the pharmaceutical industry.
Capabilities in HEOR / HTA, requirements and methods including knowledge of the principles of evidence-based medicine.
Evidence generation competency and strong analytical and modelling skills
Holistic understanding of Health Policy and Health System dynamics and a deep and specific knowledge of pricing, reimbursement, funding and procurement processes in Algeria.
Good commercial / business acumen and strategic thinking ability
Ability to effectively identify and implement the most efficient virtual / in-person engagement strategies, by customer / stakeholder, to maximize overall effectiveness and impact.
Demonstrates a strong understanding of the compliance risks related to the role and the local market, and understands the importance of acting with integrity
Strong organization / prioritization skills
Proficient in written and spoken French and English.
Strong written and verbal communications kills
PREFERRED QUALIFICATIONS
Expertise in HEOR / HTA as demonstrated through advanced modelling & statistics capabilities and publications
Excellence in Medical and Health evidence Writing in addition to Communication skills
Broad Therapeutic Area experience is an advantage.
Strong teamwork and collaboration skills : Ability to work on cross functional team
