TASHAROC is a three-year project (2018-2021) based in Tangier and is funded by the UK Foreign & Commonwealth Office to support the Tangier-Tétouan-Al Hoceïma (TTAH) Regional Council in the regionalisation process.
As part of the programme to support the Regional Council, TASHAROC will provide capacity building and technical assistance across a range of areas in support of the Regional Council’s mandate.
Regional Council of Tangier Tetouan Al Hoceima (RC TTA)
The RC is an elected local body governed by public law and is, according to Organic Law 111-14, in charge of various development areas in the region.
The RC of the TTAH region is one of the 12 regional councils of Morocco that constitute the first administrative division in the framework of advanced regionalisation.
Mission and Scope of work
In a context marked by the increased pace of reforms concerning advanced regionalisation in Morocco, the Regional Councils’ prerogatives have been greatly extended.
In this regard, the organic law 111.14 endowed regional councils with key prerogatives at the level of their role in the regional social and economic development.
Through these own prerogatives, these institutions are expected to play a leading and harmonising role for public policies at the regional level.
One of these areas is the social economy (ESS) which Morocco aims to place as a job-creating and social inclusiveness accelerating sector, especially for the fragile population.
The RC TTA developed many programmes and initiatives to support the actors of the ESS in the region, especially the cooperatives which represent the pillar of this economy.
Most of these initiatives focused on providing financial support and incentives to cooperatives or organising regional ESS fairs.
In terms of partnerships, these programmes were mainly undertaken through bilateral conventions with regional and national institutions, and through international cooperation with similar institutions.
Furthermore, the Region contributed to the development of two strategic policies for the ESS at the regional level. First, a regional strategic framework for social economy (Plan de Développement Régional de l’Economie Sociale et Solidaire : PDRES) in 2013 in partnership with the Ministry of general affairs and governance and, secondly, a regional pilot policy (Politique Régionale de l’Economie Sociale et Solidaire : PRESS) with the support of the French region of Provence-Alpes-Côte d’Azur.
Given the efforts provided by the RC TTA, the strategic position of the ESS and its role in the social inclusion in terms of fostering women and youth employment in rural areas and providing income for the most fragile population , TASHAROC supported the council in developing a roadmap that establishes a structured diagnostic of the its current position within the ESS at the regional level, and suggests strategic intervention options in the short, medium, and long term.
This roadmap sets key areas and initiatives that could enable the RC TTA to undertake its regional leading role in this sector.
Thus, two key actions were identified to support this new positioning : (i) Developing a regional programme to provide support for the cooperatives , and (ii) Developing a proposal for a positioning of the CR TTA in the ESS .
In this context, TASHAROC is seeking a consultant to provide technical assistance for the action (i) Developing a regional programme to provide support for the cooperatives, the specifics of which are detailed in the next paragraph.
