Project Summary :

Creative is pursuing Results-Based Financing for Inclusive Employment sub-Activity funded by Morocco Millennium Challenge Account (MCA) that aims to introduce innovative RBF mechanisms such as Social Impact Bonds (each a Social Impact Bond ) or performance-based contracting.

The innovative RBF mechanisms will be used to replicate or expand proven programs that provide integrated job placement services to target unemployed or economically inactive women and unemployed, at-risk urban and peri-urban youth.

MCC Funding will also support the development and implementation of rigorous impact evaluations to test promising labor market interventions, not limited to those interventions funded by this sub-Activity

Position Summary :

The Employability M&E expert will be contributing to the overall program design by assessing current active employment programs, suggesting improvements, and developing intervention plans for successful implementation and monitoring of RBF employment programs.

The employability expert is expected to work in collaboration with an expert in Result Based Financing mechanisms and an Information System specialist on the following deliverables :

  • Design a Results Based Financed employment program;
  • Provide technical assistance to the National Agency for the Promotion of Employment and Competencies (ANAPEC);
  • Produce preparatory work (reports, documentations, manual of procedures) that will serve as a basis for the implementation of innovative RBF employment program for youth and women;
  • Reporting & Supervision :

    The Employability Expert will report to the Team Leader based in Rabat.

    Expected Outcomes :

  • Project meets or exceeds established performance indicators in the Project Management Plan (PMP) and client expectations;
  • Project establishes sound data collection, analysis and reporting strategies on required performance indicators in line with Creative M&E requirements and USAID M&E guidelines;
  • Project successfully leverages project data and reporting to adapt programming strategies or approaches, namely to promote job creation, in line with client priorities; and
  • Project successfully communicates best practices, lessons learned, and knowledge generated through routine M&E reporting to project partners, stakeholders, and beneficiaries.
  • Primary Responsibilities

  • Makes operational decisions and manages the various components of the program dealing with M&E;
  • Manages data collection, analysis and reporting on performance indicators by project team members and project counterparts;
  • Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
  • Leads writing of quarterly technical and financial reports; and

  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
  • Required Skills & Qualifications :

  • Advanced degree in business, international development, education, or any relevant field;
  • At least 10 years of experience designing active employment programs and developing implementation, monitoring and evaluation tools for employment programs;
  • Experience overseeing or participating to the implementation of employability enhancement and / or job creation projects (governmental or international cooperation projects) in Morocco
  • Fluency in Arabic, French, and English is required.

  • Experience conducting or participating in research projects on enhancing employability of vulnerable communities in Morocco and / or in the wider MENA, highly preferred.
