  • Purpose of the post

    The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

    We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

    The Operations Diversity Inclusion Adviser is the institutional file holder for diversity and inclusion work in operational programming.

    As such, s / he drives the ICRC's institutional operational approach to gender, diversity and inclusion in programming, and develops the necessary framework(s) on gender, and diversity inclusion to support the operationalisation of the institution's ambitions and commitments in this regard.

    Main duties and responsibilities

  • Develops relevant policies, procedures and guidelines, (e.g. the institutional framework and position on gender in operations).
  • Leads on strategy development, institutional analyses, production of evidence-based research and policy development, speaking points, papers on gender, diversity, and inclusion.
  • Provides support and guidance to the Regions, delegation management and métiers for the annual planning exercises in terms of incorporating gender, and diversity inclusion considerations to advance institutional strategic objectives, and alignment and compliance with donor commitments and requirements.
  • Builds staff capacity to incorporate a gender perspective into their work, in collaboration with key internal stakeholders (e.
  • g. DP DIR, the Office of the Director General, the Office of the Director of Operations, New York delegation), and external experts, by convening a series of pilot workshops to gender thematic files and issues.

  • Develops a pool of specialists who are able to support field delegations on thematic issues of key concern, and distils learning to share across delegations, and in the wider humanitarian sector.
  • Maintains an active dialogue and builds ownership with senior management of all departments (particularly the Office of the Director General, the Office of the President, the Office of the Director of Operations, and other key stakeholders (e.
  • g. Human Resources, External Relations Division, Regional Directors and Operational Coordinators, Division of Law and Policy, Global Compliance Office, and the sexual violence team), ensures strong internal synergies on issues related to diversity and inclusion in programming, and regularly informs the ICRC's governing bodies of progress made and remaining challenges.

  • Builds strong synergies and collaborates closely with the Diversity Inclusion Advisor in the Human Resources Department.
  • Advises on issues related to gender, gender equality in humanitarian action, and intersectionality, in the wider humanitarian sector and policy landscape, and the relevance for the ICRC.
  • Represents the ICRC during regional / international events and towards donors on gender and diversity inclusion, and contributes to positioning in these forums.
  • Develops strategic dialogues, and builds and expands partnerships with key donor governments, organisations, networks, and other relevant stakeholders, on gender and diversity in operations.
  • Scope & Impact

  • Provides expertise at a global level for a strategic long-term impact.
  • Supervises the Operations Diversity and Inclusion Advisor (Field Support), and the Operations Protection from Sexual Exploitation (PSEA) Advisor.
  • A highly cross-cutting role, requiring a capacity to influence beyond and across hierarchical and departmental lines.
  • Relationships

  • Internally, interacts with the Department of Operations leadership team, the Directorate, the Office of the Director-General and the Office of the President.
  • Also interacts with key stakeholders in different departments (e.g. Global Compliance Office, Sexual Violence Advisor, Child Protection Advisor, Migration and IDPs Advisors, métiers, and cross-cutting files.)

  • Externally, interacts with other members of the International Red Cross and Red Crescent Movement, donor governments, experts, organizations, network and other stakeholders related to gender and diversity in humanitarian programming (UN, INGOs, NGOs, donors, Permanent Missions, etc.)
  • Education and experience required

  • Relevant Masters degree in a relevant to the subject matter (e.g. law, gender studies, international relations & political science etc.).
  • 12-15 years of professional experience, of which at least 7 years of ICRC experience in the field and at headquarters, (preferably with management experience).
  • Expert knowledge of legal, operational, technical instruments and policies relevant in these fields.
  • Experience in defining strategic outlook and implementing organisation-wide diversity and inclusion approaches related to operations;
  • familiarity with tools and change processes related to this thematic.

  • Expert knowledge of gender and diversity good practice and challenges in the humanitarian sector.
  • Track record of commitment and long-standing professional experience to gender, and diversity and inclusion more broadly.
  • Comprehensive understanding of the humanitarian environment and the challenges for the ICRC from an operational perspective.
  • Experience with other international and non-governmental organizations is an advantage.
  • Proven experience in people management.
  • Fluent level of English and French, ideally. Arabic and / or Spanish, an asset.
