FHI 360 and partners, International Research and Exchange Board (IREX), Education for Employment (EFE) and Golden Resources (GR), are implementing the USAID CAREER CENTER in Morocco.

The activity is being implemented in close coordination with Government of Morocco (GOM) counterparts, the Ministry of National Education, Vocational Training, Higher Education and Scientific Research.

USAID CAREER CENTER is playing a central role in advancing USAID / Morocco and the Government of Morocco’s (GOM) broader goal of increasing the employability of young Moroccans.

The project has been establishing in three regions (Casablanca, Marrakech, Tangier) six pilot Career Centers linked to universities and the vocational training facilities and incorporating work readiness training into the Moroccan tertiary education system, vocational training system, and workplaces where these skills contribute to the employability and performance of youth in the workplace.

About the USAID CAREER CENTER Kit Opening & Developing a Career Center in Morocco

As part of the sustainability and dissemination plan of the Career Center model, USAID CAREER CENTER designed a Toolkit titled Opening & Developing a Career Center to accompany any organization wishing to open their Career Center in Morocco.

Based on the six pilot Career Centers’ experience, the Career Center Kit offers technical and operational guidance, tools, and training content and present all the aspects related to how an institution would set up a Career Center.

The Kit covers the following three major phases :

  • preparing to open a Career Center
  • 2- launching a Career Center,
  • 3- Developing a Career Center. Each of these phases includes consecutive steps and activities to set up, successfully open and develop a Career Center in Morocco and covers the main following areas :
  • Improvement of existing physical space to create a Career Center corresponding to the architectural and functional design of the Career Center model
  • Recruitment of staff and initial training
  • Products and services offered in the Career Center
  • Youth engagement, including the Youth Ambassadors initiative
  • The Career Center Communications strategy and online mobilization
  • Daily management of the Career Center : tools and procedures
  • Host Institutions engagement
  • Private sector engagement
  • The Kit includes both physical and digital tools. The development of a visually impactful and user-friendly Kit is critical in the dissemination of the Career Center model.

    To this end, USAID CAREER CENTER contracted a U.S Small Business subcontract to convert a certain number of areas listed above into a highly visual and interactive format, based on videos, to help future Career Center Managers to get a concrete sense of a Career Center preparation and development project.

    The U.S Small Business is required to produce an interactive set of approximately 30 videos, 5 to 20 minutes each depending on the topic.

    The language of the video is French. Each video will illustrate a phase, or an activity described in the Kit in a highly visual and interactive format, in addition to a video demo on how to use the Kit and testimonials from current Career Centers’ stakeholders.

    Among these 30 videos, at least 11 of them will be entirely devoted to the Career Center staff initial training .

    In fact, one crucial step in the Career Center life cycle is the Career Center Counselors’ initial training. In Morocco, Career Center Counselors and Directors typically receive an intensive 21-day training composed of 11 training modules before the opening of the Career Center.

    Given the importance of this step, the 11 initial training modules will be turned into at least 11 videos that could be used aside from the other videos of the Career Center Kit as an interactive e-learning course to train future Career Center staff.

    The initial training course is organized in 11 modules, as follows :

    Module 1 : General Introduction to the Career Center

    Module 2 : Introduction to the Career Center Management Methods

    Module 3 : IT Training

    Module 4 : Career Center Communications Basics

    Module 5 : Career Center Communications Strategy

    Module 6 : Youth mobilization & Engagement

    Module 7 : The Youth Ambassador Program

    Module 8 : Preparing for the Career Center Inauguration

    Module 9 : The Moroccan Employment Ecosystem

    Module 10 : Delivering Career Services to Youth

    Module 11 : Career Center Management

    After the shooting, the modules will be turned into an e-learning course including a number of technical and visual solutions to support the learning process, such as readings, presentations, presentation with voiceover, videos, quizzes, exercises, case studies, etc.

    The e-learning course will contribute to sustain and further implement project results even when the project is completed.


    FHI 360- Maroc is planning to hire an E-learning & Multimedia Project Manager Consultant in charge of overseeing the execution of the Video Series for the Career Center Toolkit project.


  • Provide technical follow-up and production of project deliverables
  • Monitor and supervise an e-learning expert team from a U.S small business
  • Ensure compliance with project specifications
  • Organize, coordinate, and animate the work of project team members
  • Ensure cohesion and communication between the project stakeholders at different key moments of the project, (interface between the project team and the USAID Career Center program)
  • Update project tracking tools and communicate them to USAID Career Center
  • Regularly report on project progress to USAID Career Center
  • Ensure the production of deliverables meeting the quality requirements of the USAID Career Center program in a timely manner

    The total level of effort for this work will be 60 days from January 2nd, 2019 to May 31st, 2019


    Graduate Degree in project management, social sciences, education sciences or equivalent

    Significant experience in project management, experience working for a USAID project / program is an asset

    Knowledge in multimedia & instructional engineering and new technologies

    Ability to coach, delegate, support and organize. Diplomacy, impartiality

    Ability to take initiative. Flexibility and adaptability

    Interpersonal communication and international teamwork skills

    Ability to take initiative

    Excellent speaking and writing skills in French. Good level of oral and written communication in English.


    The consultant will work under the supervision of the USAID Career Center Technical Coordinator and Technical Director.
