IREX is looking to hire an evaluator for its OneWorld project in Morocco in August / September. The purpose of this evaluation is to assess the main outcomes and impacts of the project, while also identifying and analyzing the challenges faced.

The OneWorld project is a disability rights project that seeks to mobilize Disabled Person’s Organizations (DPOs), communities, and local media actors to effectively advocate for public procurement policy reform at the municipality level.

The project engaged a diverse group of Moroccans in its beginning months on three different topics of trainings, they are : community accessibility advocacy, WHO guidelines for wheelchair provision, and wheelchair skills and empowerment.

Those who participated in the community accessibility advocacy training went on to implement advocacy campaigns in their communities, with direct support from IREX’s implementing partner.

IREX’s implementing partner is also engaged in its own advocacy campaign and end of program activities, which it expects to conclude in August.

Some of these activities include a poster design competition, the development and promotion of a video for navigating the COVID-19 situation for persons with disabilities, and engaging parliamentarians in a discussion on wheelchair procurement policies and the rights of persons with disabilities.

IREX anticipates that the evaluation will be conducted remotely unless there are significant improvements to the COVID-19 situation.

Job Description :

Under the direct supervision of the Senior Program Officer, the Program Evaluator coordinates and oversees program evaluation.

The evaluator will be :

  • Doing desk review of project reports and M&E data;
  • Working with stakeholders including IREX, and main implementing partner to design the evaluation plan. Possible evaluation questions include : To what extent were program goals and expected outcomes achieved?
  • What were unexpected outcomes of the program?What program activities were most effective?What activities did beneficiaries experience as most impactful?

    What new capacities did beneficiaries gain? Did program beneficiaries apply those beneficiaries or share those capacities with others and how?

    How and to what extent did changes in beneficiary capacities and behaviors lead to change in their organizations and communities?

  • Developing interview protocols and conducting interviews with beneficiaries, main implementing partner and consultants to learn about the impact of the program and the challenges faced during program activities including : DPO-led advocacy campaignsTraining program on WHO guidelines for wheelchair provisionWheelchair skills and empowerment camps;
  • Observing the end of program activities;
  • Collecting Most Significant Change (MSC) stories; and
  • Drafting a final evaluation report in English.
  • Knowledge, Skills, and Responsibilities / Qualifications :

    Required qualifications :

  • Bachelor’s Degree in social sciences or related fields, with 5 years of relevant experience;
  • Experience in implementing or evaluating programs focused on gender and social inclusion required, with a strong preference for experience on disability rights and issues;
  • Experience developing surveys and knowledge of best practices in non-profit program evaluation, including familiarity with Most Significant Change (MSC) methodology;
  • MSC experience preferred;
  • Knowledge and skills of remote evaluation tools;
  • Demonstrated ability to engage with, listen to, and learn form a broad range of evaluation stakeholders, encouraging their meaningful participation;
  • Excellent organizational and communication skills, including independent writing skills;
  • High level of accuracy and attention to detail;
  • Ability to adapt communication appropriately for purpose and audience; and
  • Arabic speaker with English proficiency require; understanding of Moroccan dialect and / or French preferred.
  • Preferred qualifications :

  • Demonstrated ability to prepare and present evaluation results in a manner that increases the likelihood that they will be used and accepted by a diverse group of stakeholders;
  • Understanding of North African context.
