What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

Role Description

Following the adoption in July 2017 of an ICRC Framework and three year Strategy for Access to Education (2018-2020), the ICRC is recruiting two experts to develop the Access to Education Programme, in respectively, Armenia and Azerbaijan.

Reporting to the Head of Delegation (Azerbaijan) or the Deputy Head of Delegation (Armenia), the incumbents will work as part of a multi-disciplinary team.

The Access to Education Programme Manager (A2E) examines the impact of conflict on access to education in the areas where ICRC is operational and consolidates existing strategies, program(s) and activities to address this deficit, in coordination with other relevant departments in the country and specific regions, and in line with the transversal operational approach implemented at delegation / mission level.

The incumbent takes into account the adopted ICRC Framework and three year Strategy for Access to Education (2018-2020), and contributes to the institution-

wide learning in this field.

Internally :

  • Assesses, together with field teams, and program coordinators, the impact of conflict on access to education and determines the current baseline of education service delivery.
  • Specific attention is expected in areas where ICRC has or anticipates a field presence and as part of a holistic approach towards the protection and assistance of the civilian population of exposed communities.

  • Establishes criteria of intervention and content of intervention, in conjunction with other operational teams so as to frame operational interventions, supporting the transversal approach of the Delegation / Mission.
  • In coordination with the main operational departments in the Delegation / Mission, proposes and outlines interventions, based on the existing ICRC Access to Education Framework and 2018-
  • 2020 Strategy, to address such deficits in ensuring access to education for predominantly primary and secondary level children.

  • Proposes programme options to Delegation and Mission management on how ICRC could respond to and carry out interventions most effectively to enhance access to education for exposed communities.
  • Program proposals will be based largely on the utilization of existing ICRC field programs (most notably in the Protection and Assistance fields), adapted to respond to the needs which have to be identified and analysed.

  • Supports the processes that deepen the ICRC community-based approach and ensures recommendations of the AAP (Accountability to Affected Population) evaluation in the area are taken into consideration within the access to education related operations.
  • Takes responsibility for the implementation, reporting, and monitoring of impact of access to education programmes in the area.
  • Shares experience and best practices with other A2E Programme Managers in the region and beyond.
  • Contributes to the development of lessons learned, operating procedures and developing reference functions on access to education within ICRC
  • Externally

  • Ensures a working dialogue and relationship with the Ministry of Education, and other appropriate line Ministries in consultation with the delegation management.
  • Establishes and maintains links with appropriate organizations who are working in the Education in Emergencies sector.
  • Considers any relevant operational partnerships or introductions of agencies to ICRC geographical areas of operation or thematic areas where complementarity is felt to be part of a relevant programme approach.
  • Desired profile and skills

    Profile :

  • Bachelor degree or equivalent University degree
  • Fluent knowledge of English, good knowledge of Russian will be an asset
  • 2 to 3 years ICRC field experience with knowledge of community based approaches and knowledge of AAP concept, and / or solid experience of 3 years minimum of education in emergencies
  • Programme implementation and multi-disciplinary work experience at a field level
  • Professional good experience in Educational methodologies and approaches
  • Staff management experience
  • Very strong computer literacy
  • Knowledge of or experience in the Red Cross / Red Crescent Movement (for external candidates) will be a strong asset
  • Personal Skills :

  • Strong motivation and commitment to humanitarian work and the ICRC values and principles
  • Able to work under pressure in a potentially dangerous environment
  • Excellent analytical and reporting skills
  • Strong and open team player, who can also assume independent responsibility
  • Proven capacity to adapt to new environments and working with multidisciplinary teams
  • Experience of working in complex and multi layered environments, in south Caucasus an asset
  • Sound capacity to network and negotiate
  • Ready to travel frequently
  • Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
