Programme Summary

The purpose of the IPNM-TESS project is to support implementation of Morocco’s regionalisation process in the northern region of Tanger-Tétouan and Al Hoceïma (TTAH), through the provision of technical assistance to its regional government bodies and civil society.

  • It is structured around the following three key areas : strengthening the capacity of regional government bodies, primarily the TTAH Regional Council;
  • providing support to the regionalisation process, particularly on implementation and monitoring of the Plan de Developpement Regional (PDR);
  • and convening opportunities for more effective dialogue and collaborative working between regional stakeholders (government institutions, civil society, media, private sector and citizens).

    IPNM-TESS is a two-year project based in Tangiers and is funded by the UK Foreign & Commonwealth Office.

    Scope of Work

    The Regional Council Coordinator will coordinate the project’s support to the Regional Council (RC) and other governing bodies across the region in line with the project work plan.

    The Coordinator, with oversight from the Deputy Team Leader (DTL) and Team Leader (TL), will be responsible for implementation of the activities and outputs agreed with the RC in order to strengthen its administrative functions and develop mechanisms to sustain these capacities beyond the project’s lifetime.

    Working closely with team leadership and technical consultants, the Regional Council Coordinator will also work closely with the project’s Civil Society Coordinator to support the capacity and willingness of these government institutions to engage more effectively with civil society entities in the region on development priorities.

    Specific Responsibilities

  • With the Civil Society Coordinator, design and deliver activities to support joint RC-civil society entity working and initiatives, possibly also via a grants mechanism;
  • Carry out thematic research and data collection on regionalisation to promote evidence-based planning and decision making and effective monitoring and evaluation of Regional Council initiatives and programmes;
  • Develop annual work plans for support to the Regional Council over the project life-cycle;
  • Design and deliver technical assistance, training and capacity building to selected RC members and staff to strengthen administrative and management functions, identifying and drawing on short term technical expertise as required;
  • Design and deliver technical assistance, training and capacity building to selected RC members and staff to increase positive engagement and responsiveness towards citizens in the regionalisation process;
  • Represent the project in key meetings with regional government institutions as required;
  • Facilitate regional and local engagement and consultative processes between government and civil society;
  • Develop sustainable and responsive mechanisms for dialogue between regional institutions and civil society;
  • Offer technical oversight and direction to STTA, in alignment with team leadership;
  • Contribute to activities under the other two outputs as required;
  • Contribute to IPNM-TESS’ reporting requirements, as directed by the TL, DTL and DAI Home Office;
  • Contribute to IPNM-TESS’ monitoring, evaluation and learning processes, including sharing and disseminating lessons learnt among the team;
  • Engage effectively and professionally with IPNM-TESS stakeholders to maintain commitment and buy-in to the project’s aims;
  • With support from Operations colleagues, follow project management practices that are in compliance with DAI and FCO contractual rules, regulations and ethical standards; and
  • Any other tasks in support of the project’s objectives and work plan, as required.
  • Develop annual workplans for support to the Regional Council over the project life-cycle.
  • Any other relevant tasks as directed by the Deputy Team Leader or the Team Leader

    The Regional Council Coordinator is a full-time position, reporting to the Deputy Team Leader.


    The role will be based in Tanger, with frequent travel across the TTAH region.

    Qualifications / Competencies :

  • Minimum Bachelor’s degree (or equivalent) in a relevant field (such as political science, public administration or management);
  • At least five years’ experience of working with / in regional government Institutions in Morocco, particularly Northern Morocco;
  • with a proven track record of engaging and communicating effectively with a wide range of stakeholders;
  • Excellent knowledge of Northern Morocco, and a strong understanding of Morocco’s political and regionalisation processes more broadly;
  • Proven experience of delivering on socially inclusive strategies;
  • Strong ability in report writing and presentation skills;
  • Experience in politically smart programming informed by political economy analysis highly desirable;
  • Experience of contributing to donor funded programmes (UK especially) highly desirable;
  • Fluency in, or strong command of, Moroccan Arabic or French (more than one preferred);
  • Strong command of English essential;
  • Computer skills in MS Office required;
  • Demonstrated capacity to work well with others, and cross-cultural agility, essential.
