What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

Function and Position within the Organisation

Economic and Security Monitoring and Evaluation Specialist - Yemen


The EcoSec Monitoring and Evaluation Specialist (hereinafter M&E Specialist), in coordination with the EcoSec Co and Deputy Co, is responsible for reporting on the EcoSec operational activities, establishing appropriate monitoring mechanisms , promoting community engagement / accountability measures in EcoSec interventions and act as a focal point within the EcoSec department for Assessments (all types).

As per the PfR 2019 and within the framework of EcoSec strategies and operational plan for Yemen, the M&E Specialist works in harmony with other team members to reinforce the aforementioned aspects and takes responsibility for fulfilling the entrusted tasks.

The M&E Specialist should be able to develop a sound understanding of the context and EcoSec programme and contribute to the development of tools and mechanisms that contribute towards accountability, community engagement, monitoring and reporting of the EcoSec.

The position requires strong analysis skills (qualitative and quantitative), capacity to adapt approaches, regular interaction with the national society, ICRC sub-

structures and other delegation departments, vivid capacity to apply community engagement approaches in a complex and highly volatile context.

Position within the Organisation

The EcoSec M&E specialist leads the M&E team of EcoSec. Based in Sana’a, the EcoSec M&E specialist supervises and manages the M&E team and ensures the implementation of M&E system across all sub structures of the ICRC in Yemen.

Functionnal responsibilities

Working under the supervision and with support from the Economic Security Coordinator and Deputy Coordinator, has the following responsibilities :

  • Responsible for collecting, analysing and reporting the data on all the indicators of the performance measurement framework
  • Designs or adjusts data-collection tools. Collects data using data-collection tools and devices
  • Performs mid-level qualitative and quantitative data analysis
  • Describes results and produces data visualizations. Interprets basic quantitative and qualitative data analysis
  • Interprets market information and uses it to compare monitoring of various components of EcoSec programmes
  • Ensures the implementation of M&E system and provides regular updates on monitoring activities, specially Process Monitoring, Post Implementation Monitoring and internal reviews (e.
  • g. post implementation reviews, identifies appropriate monitoring, community engagement and accountability measures to be put in place)

  • Integrates best practice in terms of accountability to beneficiaries throughout the design of programme cycle.
  • Contributes in analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC
  • Specific tasks

  • Review the monitoring mechanism put in place (reference : operational plan; partnership framework agreement-annexes; program / project-
  • wise monitoring and data collection, tabulation and analysis tools)

  • Review, improve, develop / design appropriate tools and recommend / implement them appropriately (keeping in view the partnership and capacity building aspect linked to the NS)
  • Establish monitoring mechanism particularly for remotely managed interventions.
  • Introduce innovative tools / technologies as required and feasible in Yemen context to improve the effectiveness and efficiency of monitoring EcoSec programmes in Yemen
  • Provide guidance / capacity building support on Monitoring to various EcoSec teams under sub-delegations / structures in Yemen
  • Prepare periodic monitoring / progress reports (against the EcoSec output / outcome indicators) and share with the EcoSec Coordination team
  • Set up simple systems to manage information generated by MEAL activities, such as complaints databases. Conduct simple data analysis and present and disseminate information to inform program management.
  • Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms.
  • Support technical sector specialists to ensure that projects are carried out with participation from all disaster-affected communities, that information is shared with affected communities (through traditional and high-
  • tech solutions) and that they solicit and respond to community feedback.


    3-5years previous experience in a similar field of experience (at least two years international experience in Monitoring and Evaluation

    University degree (Bachelor is accepted) or equivalent experience from other field of qualification (e.g. Agriculture, Veterinary, social sciences, political science, economics, Business Administration, IT etc)

    Fluent in English.

    Strong technical understanding of a range of rigorous research and monitoring, evaluation and learning (MEAL) methods a familiarity with both qualitative and quantitative approaches

    Ability to work effectively with others to achieve results, with strong advisory / facilitation skills and experience in training and coaching teams and individuals especially in MEAL.

    Well-developed conceptual, critical, analytical thinking and planning skills

    Excellent communication and interpersonal skills, and the ability to work sensitively with people from various cultural and social backgrounds.

    Ability to work under pressure in fragile environments, ability to prioritize and commitment to meet deadlines.

    Computer proficiency Proficient in Ms word and Ms Excel (or any other analytical application like SPSS, R, etc)

    Our operational & field constraints

  • In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
