The U.S. Agency for International Development (USAID) in Rabat is seeking an individual for the position of Project Management Specialist in the Program Management Office.
BASIC FUNCTION OF POSITION :
will advise superiors on the implications of political and social developments on the program; will establish and maintain working level contacts on behalf of USAID with local development actors, the GoM, the private sector, other donors, non-
will assist in the development and implementation of a learning agenda; will draft technical documentation and analyses needed to develop strategy and program design, will monitor programs, will organize workshops and other events in support of the program, and will prepare performance reports, briefing papers, concept papers, and other periodic documentation for the Mission, USAID / Washington, and other USG stakeholders.
For the purposes of this position, programs may include activities focused on strengthening associational networks between and with key local development actors and on broadening USAID’s knowledge and learning agenda on local capacity development.
NOTE : All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education : A Bachelor’s degree in public administration, public policy, political science, international development, or similar related field is required.
Experience : Five to seven years of experience in the fields of civil society / institutional capacity building, civic education, advocacy, community organizing, and / or monitoring and evaluation.
Language : Level IV French and Arabic written and oral proficiency are required. Level IV English written and oral proficiency is required.
Effective oral and written skills in all three languages are critical.
Skills and Abilities : The following skills and abilities are required. The incumbent must be able to design, implement, monitor and evaluate new and existing activities in the Mission portfolio.
This includes the necessary skills to manage directly, co-manage activities or provide expert advice on local capacity development issues.
The incumbent must possess strong analytic abilities and excellent teamwork skills. S / he must be able to identify problems and assess opportunities for broad-
based development and growth. S / he must be able to grasp complex issues, analyze data and information, and act accordingly.
S / he must have excellent interpersonal skills in relating to other USG and USAID staff, partners, and civil society stakeholders, as well as to host country counterparts.
S / he must be able to prioritize her / his actions and implement numerous activities concurrently. S / he must be able to respond quickly and effectively to senior requests for information on GOM policies and activities.
The incumbent must be self-motivated, work well independently, and appropriately receive and incorporate guidance from supervisors or colleagues.
S / he must have excellent writing, facilitation and public speaking skills. Computer skills necessary for preparing reports and presentations, conducting research and monitoring program progress is essential.
Ability to learn and effectively implement required computer systems and programs is essential.
