Summary of Position :
IREX seeks qualified Monitoring & Evaluation Specialist candidates for an anticipated three-year MCC-funded program in Morocco to support the vocational training component of MCA-
Morocco in the management, monitoring and evaluation, and closure of activities of the Charaka Fund. The Charaka vocational training fund is part of the vocational training component of MCA-
Morocco’s Education and Training for Employability project. This project is one of two major components of the MCC and government of Morocco’s $450 million Compact II program.
The Monitoring and Evaluation Specialist will be based in Rabat, and will be responsible for planning, reporting, updating and supervising projects as well as updating the register of risks, problems and outstanding issues, important decisions, To Do Lists and management changes.
S / he is also responsible for the monitoring and evaluation of CHARAKA projects.

Summary of Responsibilities :
Provide training and mentoring in MEL planning, data collection, and reporting to IREX project staff and partners;
Ensure that all MEL activities are implemented according to schedule;
Ensure the data collection process is functioning in all activity locations to provide quality data within deadlines;
Regularly review data collection processes, perform data quality assessments, and adjust as needed.
Conduct visits to project sites to provide technical assistance and ensure proper monitoring of project activities;
Produce narrative program performance reports;
Compile quantitative and qualitative data for inclusion in quarterly reports;
Facilitate learning opportunities and enable adaptive program decision-making based on lessons learned;
Communicate information obtained through MEL activities to IREX staff and various external stakeholders;
Liaise with IREX partners that contribute MEL data or products for program activities; and
Other duties as assigned.
Required Skills and Qualifications :
Graduate studies in a relevant field such as engineering or management or in another relevant discipline;
At least 8 years of experience in program management;
Relevant experience in monitoring and evaluating large-scale projects;
Project management Certification is an asset;
Professional qualification in project management methodologies, such as PMI;
Experience with IT tools needed to manage costs, calendar and documents (MS Project 2010 / 2013 / 2016 or other);
Practical knowledge of the Enterprise Project Management platform
Experience in Morocco and / or North Africa is preferred
Fluency in written and spoken French; advanced English preferred.
