Project Description : Creative Associates International (Creative) is seeking a Senior Education Advisor for the anticipated USAID-funded Bridge to Middle School Project in Morocco.
Based in Rabat, the project will support the Ministry of Education (MOE) in improving students’ ability to master keys skills in the upper primary and middle school grades (junior secondary).
The project will : a) improve the ability of teachers to teach critical thinking, literacy, math, and science skills in upper primary grades;
b) support the MOE’s ability to provide high quality literacy and instruction in Arabic and English in middle school; and c) support the MOE’s ability to provide high quality science, technology, and math in middle school.
Project Duration : 5 years

Position Summary : Creative seeks a Senior Education Advisor for the anticipated five-year USAID Bridge to Middle School Project in Morocco.
TheSenior Education Advisoris responsible for the overall planning, implementation and management of the education technical component of the project across all required subject areas, as well as the achievement of the goals and objectives of the education component of the project in a timely and cost-effective manner.
Primary Responsibilities :
Provide strategic leadership and coordination of program activities focused on the education sector in the areas of Arabic, English, and STEM in upper primary and middle school grades ;
Lead project implementation and management of the education component of the project;
Provide technical leadership and expertise to ensure the fulfillment of deliverables in the education component of the project;
Monitor the goals and objectives of the education component of the project to assure progress towards successful implementation;
Ensure education activities are gender-sensitive, respond to needs of children with disabilities, and are respectful of student diversities;
Regularly interact with local partners, private sector, and other humanitarian and development organizations to enable effective collaboration and cooperation within the education sector;
Manage performance and provide mentoring, coaching and training to staff;
Build relations with key education stakeholders and actively collaborate with the USAID / Morocco office toeffectively support program implementation and address operational and programmatic questions and challenges;
Demonstrate an understanding of current best practicesin upper primary / middle school educationand disseminates key learnings to relevant stakeholders;
Effectively apply the USAID Collaborating, Learning, & Adapting (CLA) approach to promote innovation, improved methodologies, and project implementation;
Ensurethatresults-orientedprogramcomponents produce high-qualitydeliverablesandmaintain relevantand timelyreporting;
Manage education partners to ensure they deliverquality serviceson schedule; and
Ensure synergies and cohesion between thevariouscomponentsand activitiesof the education component of the project.
Required Skills & Qualifications :
A Master’s degree or higher in international development, education, or another relevant field;
At least 10 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity is required.
At least eight (8) of these years must be in a management / leadership position;
At least 10 years of experience in the education sector in the Middle East / North Africa region is required, with experience in project designs, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement;
Demonstrated five (5) years of technical experience in developing and implementing monitoring and evaluation plans in the education sector and in results-based management;
At least five (5) years of experience in a development context similar toMorocco preferred.
Familiarity with the current and historic education sector in Moroccopreferred;
Prior knowledge of and experience with USAID-funded educationprograms;
Demonstrated experience with local partner organizations and capacity building;
Extensive knowledge of English as a second language, STEM, or Arabic literacy methodology, curriculum and materials development, teacher training, and systems strengthening;
Morocco-specific knowledge preferred;
Demonstrated experience and knowledge of capacity development and professional development;
Strong management and leadership skills, including the ability to mentor staff;
Demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming; and
Fluency in written and spoken Arabic and English required.
